India has the second highest Internet user base in the world but close to a billion people are still offline. In the heated debate over how best to increase web access, Facebook threw its weight behind Free Basics, a service offering free access to certainsites and services. But in giving competitive advantages to some websites and not others, Free Basics violates net neutrality. In response, over a million responses were sent to regulators: a first in the history of India.

This talk byNikhil Pahwacovers how and why this movement began, why it's important for India, and what it has achieved. He'll explore the choices that a developing country like India has to make in order to bring people online, and why Facebook's Free Basics has received such significant opposition in the country.
