Job Description
NYeC is designated by the federal government and the state of New York to advance HIT statewide' improving healthcare and reducing costs for all New Yorkers. While it receives support from the state and federal governments, NYeC is an independent collaborative. It partners with stakeholders from around the state and across the nation to promote innovation, provide the support, and establish the policies necessary to advance HIT in New York State.

NYeC works to ensure that its mission of statewide HIT implementation is successful through a specific focus on four key areas: Education, Public and Private Collaboration, The Construction of a Statewide Health Information Network for New York (SHIN-NY), and Technical and Adoption Services to help providers adopt electronic health records in their practices.

Position Summary:
NYeC is seeking a (2) Software Engineers with an in-depth understanding of object oriented programming, web services, XML, and WSDL. Knowledge of UML, BPEL and SOA would be a plus. In addition knowledge of the IHE framework and associated protocols is desirable.

Responsibilities include but are not limited to:
• Defines technical solution requirements for the implementation of cross platform, integrated services in a complex statewide environment
• Develops technical diagrams, systems maps, code, and documentation using various tools.
• With clinical advisory input, develops a tailoring strategy for workflows, screens, information model, protocols, decision support rules, and analytics that are usable by clinicians and that impact performance on quality measures and financial metrics
• Designs decision support rules supporting patient care, clinical efficiency and quality measure improvement
• Reviews trends, experiences and approaches, develops technical and application implementation strategies.
• Collaborates with customers and knowledge publishers
• Supports the development of solution sets that can be delivered as part of an SOA product and as service offerings
• Contributes expertise into the multi-generation product and services roadmap

Experience and Skills Required:
• BS Computer Engineering or Computer Science. Masters preferred.3 - 5 years in a software engineering environment
• Ability to understand and design objects and interfaces
• Capable of interacting with multiple vendors and envisioning the “whole solution”

Preferred Skills:
• Technical and functional experience designing, analyzing, integrating, tailoring, and/or implementing software using Java, C++, or .NET
• Able to work in various Operating System environments (Windows, Linux, etc…)
• Knowledgeable in RDBMS and ODBC/JDBC
• Knowledgeable in SOAP/REST

NYeC is located in the offices of, and contracts for back-office services with, another nonprofit, Public Health Solutions. The successful candidate will be a joint employee of the two organizations; his or her compensation and benefits will be received from Public Health Solutions.
