The Sr Manager of the Talent Acquisition Programs will be a critical member of the TA & People Team. This person will be responsible for establishing & managing a Contingent Workforce Program for Vroom & managing programs & initiatives that support the efficacy of a high performing, compliant & operationally excellent, fun & collaborative TA team.  This will include creating policies, processes, & a framework for the effective management of contingent workers & other flexible staffing solutions as well as our background check solutions, immigration & relocation practices for our FTE hiring as well.

This role will be a central point of management for all business areas related to their contingent workforce & will partner closely with corporate functions particularly Technology, Finance & Legal/Risk Management.  To ensure requirements are met within the Contingent Workforce function & information is centrally maintained for compliance, reporting, & oversight this role will focus on data integrity management, workflow design, implementation support, reporting & analytics, performance, & adoption of best practices within the business.

Major Responsibilities
Responsible for the overall contingent workforce program, background check vendor & process, immigration & relocation & related processes
Develop policies & standards in collaboration with legal, people team, risk & key stakeholders to ensure contingent labor practices, controls are in place & monitored
If deemed necessary, ownership of the managed service provider relationships, including establishing & monitoring performance SLAs
Responsible for data integrity of contingent worker information 
Ensure effective/sustainable onboarding & off-boarding processes are in place
Drive governance, education & training of policies & procedures involving the contingent workforce across the company
Implement tools & processes to enable contingent workforce reporting
Share program results for enablement of strategic decisions Identify cost savings opportunities whenever possible

Immigration
Work with other team members & immigration service providers as needed to manage complex queries, including escalations, assessments of immigration options with a focus on seamless immigration support delivery to ensure optimal employee & stakeholder experience
Educate managers & business partners on employee US immigration risks, strategies, guidelines, & updates
Build durable, sustainable, & flexible processes that produce positive & reliable results
Regular & deliberate inspection of the team's products & services to achieve continuous improvement
Benchmark with other similarly situated companies through industry advocacy orgs
Work with senior leadership within the company to help plan for & understand the impact of immigration changes & develop associated strategies within our hiring plans.

Relocation & Internal Mobility
Design, manage & evolve a branded & relevant relocation program & associated processes
Manage a cost effective & compliant suite of flexible solutions that support external & internal hires & deliver a seamless experience
Ensure successful relocation support & reimbursement by applying a working knowledge of the tax, payroll & legal implications for relocation

Role Requirements
Bachelor's degree preferred
10 years' of applied professional work experience7 years' experience in Procurement, Contingent Labor, Labor Relations
Successful record of building, improving & running operational business processes, ability to drive program effectiveness & high levels of customer satisfaction
Former experience in Mobility or Relocation
Demonstrated program ownership & consistent delivery on commitments - great organizational skills with exceptional follow through & attention to detail
Experience identifying & resolving complex issues, assumes leadership roles in unfamiliar or ambiguous circumstances - solid sense of accountability & sound personal judgment
Customer service orientation with a demonstrated desire to delight others - ability to serve multiple customers & deliver an excellent employee experience
Supplier/Project management, Talent Acquisition, and/or HR Operations.
Direct experience working with contingent workforce programs
Demonstrated results driven, resourceful & solutions focused orientation
Excellent interpersonal & communication skills, including the ability to communicate issues clearly & concisely
Strong organizational & prioritization skills; Ability to handle multiple priorities simultaneouslyTeam oriented - ability to motivate & work well with diverse, cross- functional teams in a matrix team environment
Proven problem-solving skills with the ability to develop appropriate resolutions
Strong PC skills particularly G-Suite & reporting tools (Tableau, Oracle etc.)
Experience with Workday & Lever also a big plus!
