Hi, we're Oscar. We're hiring a Senior Manager to join our Insurance Operations team.

Oscar is the first health insurance company built around a full stack technology platform & a focus on serving our members. We started Oscar in 2012 to create the kind of health insurance company we would want for ourselvesone that behaves like a doctor in the family.

About the role

You will have end-to-end oversight, including strategic direction setting, prioritization of team operations, & driving quality execution. You will be a technical expert & solution architect within the team, with a broad view/understanding of Oscar's infrastructure, underlying logic, & data models. This role also represents the team in cross-departmental discussions of opportunities for technology enablement, efficiency, scale, & quality improvement.

Apply technical expertise to lead technical design/architecture, oversee development/build, set standards & monitoring for testing/QA, & ensure implementation success. Your work will improve upon Oscar's technology platform for core insurance functions & bring essential projects that contribute to the unique experiences that are necessary to supporting Oscar's growth.

You will report to the Director, Insurance Operations. This is a hybrid role, & you will work part of the time in the New York City office & part of the time working remotely.

Responsibilities

  • Have a high-level understanding of overall design & architecture of the major systems affecting operations
  • Understand relevant tools, frameworks, major dependencies, & infrastructure.
  • Have familiarity with the underlying code & know the development trajectory of their responsibilities (including path to stability/production, opportunities for operational efficiency, regulatory & strategic needs, & feature/capability roadmap)
  • Guide the team to follow technical best practices to provide high technical quality, with technical improvement.
  • Help shape the technical toolkit & capabilities required on the team to solve operational challenges
  • Demonstrate an ability to improve technical output of the team by understanding the problems they are solving & applying the appropriate, thought-through technical design/architecture.
  • Implement changes to enhance team velocity, reduce operational spend, or better meet goals
  • Inspire the team to enhance code quality, by example & through excellent cross-team code reviews
  • Give good guidance - designs for long term (high-quality) vs. short-term (quick) goals & makes choices based on need. Build & documents generalizable, scalable & repeatable tools/capabilities
  • Represent the team; maintain & influence relationships with business & technical teams across Oscar to structure & operationalize the next generation of health insurance operations
  • Independently guide scoping design & implementing technical solutions across the team's operational domains for projects that are important to Oscar
  • Demonstrate understanding of the goals, processes, & pain points of the partners that their work supports
  • Have an established view & can distill/communicate opportunities to improve the operations ecosystem, technical infrastructure & data models
  • Manage the prioritization & management of technical operations roadmaps (with a view of 3-6 months in the future)
  • Establish & own a set of Indicators to measure business & operational impact
  • find & address risks, while also supporting urgent operational needs; understand systemic cause & lead the response to programmatically resolve issues/errors/escalations
  • Manage the development of direct reports

Qualifications

  • A technical bachelor's degree or 4 years commensurate experience
  • 6+ years experience in a technical role (e.g. senior project/program manager, senior product manager, senior operations manager, consulting manager, engineering manager)
  • 5+ years of experience developing technical teams
  • 5+ years of experience in coding or data software experience
  • Experience developing project plans & coordinating with all partners

Bonus points

  • An academic & professional background in coding, math, statistics, or data science
  • Experience applying technical development or project management best practices in an operational environment
  • Experience working with off-shore teams
  • Experience in the healthcare industry
