About the role:

As the Senior Learning Programs Manager for Technology & Operations, you will design & create learning solutions to promote success of Oscar's Technology teams, including our Engineering, Product Design & Development, & Data Science functions. Additionally, you will oversee learning programming for Oscar's operational responsibilities, including our industry-leading Concierge Care Guide team.

You will use your technical & content development skills, & large program management experience, to lead a team of instructional designers -- collaborating to provide learning assets & programs at scale with an eye towards continuous improvement. You'll use your experience developing learning programs for technology audiences to build programs that engage our engineers, product managers, & data scientists in learning. You'll need to prioritize the right work for the right time & understand the readiness & abilities of the business units you support, & help them to embrace innovative learning solutions. You'll work with leaders in the business & the people team, as well as the Learning Programs Manager for Operations, to design a comprehensive learning strategy for Oscar's Technology & Operations responsibilities. You'll set a high standard of design, learner experience, & progress, & coach your colleagues to meet those standards.

You will report to the Senior Director of Organizational Effectiveness & Learning. This is a hybrid role, & you will work part of the time in the New York, California or Arizona office & part of the time working remotely.


  • Pitch Tech & Ops learning program to partners, build support, & secure program funding & resourcing.
  • Manage relationships with Tech & Ops senior leaders, People Strategy/HR Business Partners, & other partners to understand (and influence) the function's priorities, & translate into goals L&D.
  • Develop learning assets & solutions, incorporating adult learning theory within content development, in multiple modalities, & applying excellent e-learning authoring software & tools, such as Articulate, Captivate, or Lectora.
  • Oversee the full end-to-end development of learning assets, including authoring computer-based content; development of animation & learner interaction/activity; recording/editing of audio/visual elements; & any programming & scripting to allow enhanced learner experiences such as customization, branching, gamification.
  • Guide the learning strategy for Technology, including roadmaps outlining the build, & launch of curricula designed to build skills & expertise in the tech functions.
  • Manage complex programs that use content across multiple other programs. Partner with the Senior Learning Program Managers for Insurance & Enterprise to improve efficiency & interoperability.


  • Experience facilitating & adapting content for virtual & in-person learning experiences.
  • Advanced expert capabilities using e-learning authoring tools such as Articulate, Captivate, Lectora, etc., as well as other e-learning & A/V software & technology
  • Experience designing & delivering programs based on adult learning principles.
  • People management experience
  • 8+ years corporate experience, preferably working with technology audiences
  • 5+ years experience in L&D; instructional, user-experience, or process design; or similar discipline.
  • Bachelor's degree or equivalent years of professional experience.

Bonus points:

  • Masters degree or advanced certifications in adult learning or learning technologies.
