Hi, we're Oscar. We're hiring a Senior Counsel, Network to join our Legal team.

About the role

An important member of the Legal team responsible for counseling regional business teams on statutory/regulatory obligations, the Senior Counsel, Network advises on provider relationship & contracting strategy, & provides thought leadership to further Oscars success. You will work with Oscars Market P&L Team, & Oscars leadership team. 

You will report to the Associate General Counsel.

If you live within commutable distance to our New York City office ( in Hudson Square), our Tempe office (off the 101 at University Ave), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Otherwise, this is a remote / work-from-home role.  

You must reside in one of the following states: Alabama, Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Iowa, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, or Washington, D.C. Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, & Washington is: $192,000 - $252,000 per year. The base pay for this role in all other locations is: $172,200 - $226,800 per year. You are also eligible for employee benefits, participation in Oscars unlimited vacation program, company equity grants & annual performance bonuses.

Responsibilities

  • Analyze & distill complex legal issues into easily understandable content so Oscar can move corporate objectives forward.
  • Be a subject matter expert on state & federal policy & legislative matters, especially regarding provider contracting, network structure, & affordability programs.
  • Serve as subject matter expert on regulatory & industry developments, including proactive identification & assessment of regulatory developments & related risks/opportunities 
  • Provide daily legal advice related to Oscars Individual line of business.
  • Be a legal advisor on matters before state & federal regulatory bodies, including product & network filings.  
  • Provide subject matter expertise to further the development & continuous improvement of company & legal team processes 
  • Serve an important role supporting Insurance market leaders in resolving provider disputes, negotiating contracts with network providers, & structuring value-based provider arrangements.
  • Oversee federal & state regulatory actions & initiatives that affect Oscar & the health insurance industry; develop responses to protect Oscars interests & improve the regulatory climate & report out internally to senior leadership. 
  • Compliance with all applicable laws & regulations
  • Other duties as assigned

Qualifications

  • Bachelors degree. 
  • Juris doctorate.
  • 10+ years of legal experience in the health insurance industry (including employment with trade associations & state & federal regulators). 
  • 10+ years of experience negotiating provider/payor contracts.

Bonus Points

  • 7 years experience in providing strategic leadership & counsel on state & local government & regulatory affairs & well versed in federal policy issues about the ACA marketplace.
  • Project management expertise in cross-functional regulatory initiatives/responses.

Pay Transparency: 

Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, & experience.
