Hi, we're Oscar. We're hiring a Senior Manager, Public Affairs to join our Government Affairs team.

About the role

The Senior Manager, Public Affairs is a major contributor & owner of mission-critical workflows to communicate Oscar's policy positions to external partners & regulators & to educate internal Oscar partners on policy trends. You will communicate critical policy information to the relevant partners within Oscar. They solicit feedback & compile information from multiple Oscar teams to respond to regulator requests for information. You will coordinate policy working groups to agree on Oscar's policy positions, understand the possible effects of new policies, & ensure appropriate escalation of latest issues to leadership. You will partner with the Communications team to facilitate external partner engagement. You will implement & maintain systems for tracking & maintaining records of all interactions between Oscar teams (Gov Affairs, Regulatory, Finance & Compliance) & with state & federal regulators. You will work with the Finance, Legal & Compliance teams to ensure appropriate tracking of lobbying expenses & compliance in Oscar-sponsored events.

You will report to the EVP, Public Affairs.

If you live within commutable distance to our New York City office (in Hudson Square), our Tempe office (off the 101 at University Dr), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, & Washington is: $144,000 - $189,000 per year. The base pay for this role in all other locations is: $129,600 - $170,100 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program & annual performance bonuses.

Responsibilities

  • Support the Directors of Policy & Government Affairs in communicating new developments within Oscar & escalating important issues
  • Collaborate with the Communications team to coordinate policy positioning in Oscar's external events & align coalitions & partners to amplify Oscar's messaging.
  • At the direction of the Director of Policy, manage contracted resources, such as public affairs firms or consultants, to work on Oscar's public affairs strategy.
  • Establish operating model for bi-directional policy communications - communicating policy developments throughout Oscar & soliciting feedback from Oscar partners to inform policy positioning & advocacy.
  • Partner with the Corporate Strategy team to ensure policy trends & relevant information to inform Oscar's strategy development. Help develop important metrics to align Public Affairs goals to Oscar's strategy.
  • Coordinate & draft responses to government requests for information.
  • Coordinate Oscar's presence & execution at key external meetings (e.g. National Association of Insurance Commissioners, National Governors Association, or fly in events).
  • Establish procedures to ensure compliance of lobbying & advocacy events.
  • Establish & maintain systems for tracking communications with regulators, lobbying expenses, & tracking of necessary department metrics.
  • Prepare materials for the Operating Committee, Management Committee, & Board on developments in policy & public affairs.
  • Coordinate department meetings to ensure agreement & execution on key priorities.
  • Support sustainable processes which simplify our growing team's outputs while ensuring high quality deliverables.
  • Deliver multiple, simultaneous & diverse assignments while observing deadlines and.
  • Compliance with all applicable laws & regulations.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in legal studies, political science, public policy, public administration, public health or other relevant field, or an equivalent combination of education & experience.
  • 6+ years of experience in the healthcare industry.

Bonus Points

  • 4+ years experience with public affairs, public policy or government relations.
  • Experience working in health insurance or a healthcare technology field.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, & experience.
