This RFP does not obligate Mozilla to pay any costs that you incur in the preparation of your proposal. All costs associated with the preparation of a proposal in response to this RFP will be borne solely by you. Mozilla reserves the right to accept or reject any or all responses to this RFP, even if all of the stated requirements are met. Mozilla shall not be liable for the use any concepts or ideas similar in nature to those contained in your proposal.

Today, Mozilla Foundation employs staff in more countries than ever, across multiple continents. It is seeking a dynamic & seasoned consultant to conduct a comprehensive & transparent assessment of its global HR policies, processes, & systems. This assessment is not just about compliance, but aligning every aspect of the organization's human resources function with its core values, future aspirations, & unique structure.
Mozilla Foundation seeks a consultant with a proven track record of excellence, a visionary who can bring fresh perspectives & innovative solutions to the table while maintaining a global mindset & dedication to equity & fairness. The ideal consultant will possess not only a deep understanding of global industry best practices & regulations, but also a keen awareness of the ever-evolving trends within complex & competitive global HR environments. Utilizing data-driven insights, they will provide recommendations that drive Mozilla Foundation towards continuous improvement, effecting transformative changes that propel the organization toward its objectives.

Background

Over the years, Mozilla Foundation has consistently evolved its policies, processes, & programs to accommodate its growing global footprint. Notably, last year, the organization successfully implemented its new Compensation Philosophy & Program. This strategic initiative was designed to address the challenges of attracting & retaining talent on a global scale, while also reinforcing the organizational culture & mission, & improving the alignment between pay & measurable employee & organizational performance.

Like its compensation model overhaul, Mozilla Foundation is committed to innovating HR operations, processes, & policies while ensuring compliance across operational regions. Recognizing this, a thorough HR assessment is necessary as the organization evolves. The evaluation aims to guarantee that current & future HR programs & processes enhance operational efficiencies, promote equitable practices, drive innovation, scale effectively,
and maintain global compliance.


Scope of Work

Mozilla Foundation is in need of a comprehensive assessment of all our HR practices, programs, policies, procedures, documentation & systems to identify needs for improvement & enhancement of the HR function as well as to assess global legal compliance & regulations. Some of the main challenges we are currently facing include:

  • Geographical diversity & compliance pose significant challenges for our organization: With an increasing number of staff working in countries beyond our original scope, our workforce is becoming more dispersed. This trend is further compounded by the growing prevalence of remote work. As we expand our global footprint, we encounter a myriad of legal compliance requirements that are complex & constantly evolving. Rapid changes in employment laws & regulations, influenced by socio-economic factors, necessitate continuous vigilance & adaptation to ensure compliance across diverse regions with varying social & economic conditions.
  • Attracting & retaining talent from both nonprofit & tech sectors: Due to the unique nature of our work, staff join us from a variety of sectors from online organizers coming from the civil society or nonprofit sectors to engineers & data scientists coming from large tech companies with very different experiences & expectations. It is imperative that our policies & processes are designed to accommodate this diversity & cater to the varied needs of our team members.
  • Fostering Inclusive Organizational Culture Across Diverse Work Environments: With a global workforce spanning multiple continents & cultural backgrounds, ensuring that all staff feel included & valued within the organization presents a significant challenge. As we expand our reach, disparities in access to resources, opportunities, & support systems may emerge, potentially hindering our ability to cultivate a truly inclusive environment. Addressing these disparities requires a thorough assessment of existing practices & policies to identify areas for improvement & develop tailored strategies to promote equity, inclusion, & a positive employee experience across all regions & demographics.

With the above in mind, you will be responsible for delivering:

  • An early high-level evaluation of our current systems, programs & practices for each functional area, making recommendations for any urgent issues that should be addressed right away.
  • An assessment of the People & Culture Team's operational framework in alignment with our organizational structure, requirements, & values, while also taking into account our legal obligations, subsidiaries, & relationships to other organizations.
  • A comprehensive review & analysis of each functional area within HR.
  • A final comprehensive, dynamic, & actionable report that includes innovative recommendations, findings, observations, & lessons learned.
  • Innovative recommendations for updates to our existing programs, policies, processes etc. in each functional area within HR.

Note: This RFP focuses solely on Mozilla Foundation, not on any of its subsidiaries.

Materials giving more specific details about the Mozilla Foundation current policies procedures & systems, will be made available for consultation during the proposal preparation process once a non-disclosure agreement has been signed.


Selection Criteria

Proposals will be evaluated on the following criteria:

  • The overall approach to the assessment of the global Human Resources processes, programs, systems as well as best practices & innovation
  • A clearly articulated commitment to diversity, equity & inclusion
  • Qualifications & experiences of the firm & key personnel:
    • working with distributed, global nonprofit organizations
    • working with nonprofits with (for-profit) subsidiaries
    • working with tech companies or social purpose businesses
    • developing fair & equitable frameworks
  • Price / value for money
  • Confidence in effectively meeting Mozilla Foundations requirements

Submission

We would like to ease the burden of responding to this RFP. Rather than requiring a lengthy proposal with extensive new material related to Mozillas specific work, we are asking you to submit basic information, past work & a cost estimate. Submissions must include the following information:

  • Firm information
  • High level project approach (1 page)
  • Earliest date to commence the work
  • Estimated schedule & timeline for completion
  • Cost estimate
  • Examples of past work (where possible)
  • Experience & references

We will be reviewing proposals on a rolling basis starting the week of April 15, 2024 up until May 14 inclusive. We reserve the right to extend the deadline if we have not yet received proposals that meet our needs.

Schedule

The preliminary schedule is as follows:

  • Posting RFP - April 15
  • Questions from potential consultants accepted (via email) -  Anytime
  • Submission deadline - May 14
  • Evaluation process - May 15 - May 22
  • Interviews conducted with finalists (if necessary) -  May 27-30
  • Organization announces decision - May 31
  • Consultant(s) begin work - June 3
