Hi, we're Oscar. We're hiring an Optimization Manager to join our Eligibility & Billing team.

About the role

The Optimization Manager is responsible for collaborating cross-functionally with both business & technical Oscar stakeholders to represent the E&B Optimization department needs & interests. You will independently lead strategic initiatives & problem-solving efforts related to enrollment, eligibility, & billing processes that require automation, internal tooling, or other technical enablement for our operations teams. Responsibilities include process design, optimization, & implementation to achieve scalability & operational efficiency. Projects involve requirement gathering, project planning & management, decision documentation, data analysis, testing & risk mitigation strategy development & communication across various initiatives & stakeholders.

You will report to the Associate Director, Systems Configuration.

If you live within commutable distance to our New York City office (in Hudson Square), our Tempe office (off the 101 at University Dr), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, & Washington is: $108,000 - $141,750 per year. The base pay for this role in all other locations is: $97,200 - $127,575 per year. You are also eligible for employee benefits, participation in Oscars unlimited vacation program & annual performance bonuses.

Responsibilities

  • Be the example of the continuous improvement mindset, providing effective direction & influence,  while demonstrating actual results of organizational behavior change in this area
  • Demonstrate the proper approach with implementation of Continuous Improvement Tools both internal to the organization & aligned to industry standards & best practices
  • Partner cross functionally with various leaders in all areas of the business to support the drive towards core operational improvements
  • Utilize & implement programmatic frameworks & tools while adjusting your approach based on measured outcomes across simultaneous operating improvement projects
  • Creating & sustaining foundational stability & ensuring scalability within your area of responsibility
  • Use process improvement best practices, such & Lean & Six Sigma principles, to engineer/reengineer & implement consistent organizational processes & clear engagement models 
  • Provide clear context, in the form of Product Requirements Documents (PRDs), process maps, standard operating procedures & policy documents on what is being built & why its being built. 
  • Compliance with all applicable laws & regulations
  • Other duties as assigned

Qualifications

  • A bachelors degree or 4+ years commensurate experience
  • 4+ years of work experience in operations, health insurance, data analysis, engineering and/or consulting
  • 3+ years of experience using data software such as Excel, SQL, or other data analytics tools
  • 3+ years of experience with end to end project management 
  • 3+ years of experience in designing & improving workflows as well as standing up accompanying operating & technical procedures
  • Basic SQL proficiency

Bonus Points

  • Bachelors degree in Engineering, Business Administration, or other related field
  • 3+ years of experience with process improvement methodologies such as Lean, Six Sigma and/or Theory of constraints 
  • Lean Six Sigma Green Belt certification or higher

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, & experience.
