Hi, we're Oscar. We're hiring an Associate, State Advocacy to join our Government Affairs team.

About the role

The Associate, State Advocacy, is a major contributor & owner of mission-critical workflows to communicate externally with partners, & internally to impacted teams, regarding legislative & regulatory matters important to the company. In assigned jurisdictions, you will track legislative & regulatory developments, draft summaries of high priority items, & assist the Director of State Government Affairs with communications & strategy, communicate client-focused memoranda to Oscar's compliance team advising of business impact upon passage. You will support the Director of State Government Affairs in trade association relationships, cover relevant legislative & regulatory hearings & meetings as assigned, & supports the Government Affairs function by serving as an enterprise wide resource on public policy & legislative & regulatory trends.

You will report to the Director, State Government Affairs.

If you live within commutable distance to our New York City office (in Hudson Square), our Tempe office (off the 101 at University Dr), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Otherwise, this is a remote / work-from-home role.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, & Washington is: $93,500 - $122,850 per year. The base pay for this role in all other locations is: $84,240 - $110,565 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program & annual performance bonuses.

Responsibilities

  • Be the subject matter expert on assigned state policy & legislative matters.
  • With support from the Director of State Government Affairs, prepare concise, user-friendly summaries & analyses of regulatory, legislative & policy matters.
  • Present to internal & external audiences in appropriate forums on priority legislative & regulatory policy developments.
  • Support the Director of State Government Affairs in external meetings with trade associations, lobbyists & other partners.
  • Partner with PRO Counsel, Government Affairs colleagues, & partners to break down & communicate legislative, regulatory & sub-regulatory developments.
  • Support sustainable processes which simplify our growing team's outputs while ensuring high quality deliverables.
  • Deliver multiple, simultaneous & diverse assignments while following deadlines.
  • Support cross-training & knowledge development across Oscar.
  • Perform related tasks as assigned by Government Affairs Counsel
  • Compliance with all applicable laws & regulations.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in legal studies, political science, public policy, public administration, public health or other relevant field, or a combination of education & experience.
  • 3+ years of legal or regulatory experience, in the health plan/managed care space.
  • 2+ years experience working with state political & legislative processes.

Bonus Points

  • Familiarity with the Affordable Care Act & Healthcare.gov or other State-based Exchanges.
  • Experience with Oscar markets.
  • Experience working with attorneys & team members.
  • 2+ years experience in Google Workspace.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, & experience.
