About the job

Twilio is seeking a Senior Telecom Regulatory Compliance Counsel to join the Commercial Legal Team, which includes product counseling & carrier relations legal support, amongst other responsibilities, to help support the Communications Business Unit. You are the right person for the role if you like the challenge of supporting a fast growing company that is innovating in the world of communications.  You will support Twilio in understanding & fulfilling its telecommunications regulatory & carrier compliance obligations in various countries around the world. The ideal candidate for this role is someone who not only understands telecommunications regulations & landscape, but also understands the practical obstacles of implementing compliance in a complex technological ecosystem, including engagement with carriers around the world, has experience working cross-functionally to overcome those obstacles, & enjoys the challenge of it all.

Responsibilities

In this role, youll:

  • Serve as a trusted partner, & provide strategic, actionable guidance & legal advice, to senior leadership & cross-functional stakeholders on relevant legal & regulatory aspects of the business.
  • Oversee & ensure compliance with telecom regulations, rules, carrier obligations & industry standards including providing legal advice to product & operations teams.
  • Respond promptly to legal requests & questions from the business & other stakeholders, including at the executive level, summarizing, & communicating regulatory requirements in a clear, concise, succinct & business friendly way.
  • Collaborate with the compliance function, policy & other legal colleagues on regulatory engagement strategy.
  • Lead or Support internal & external regulatory meetings.
  • Advise & support business unit leadership on the development, maintenance, & documentation of regulatory reporting requirements.
  • Manage responses to regulatory communications, enforcement actions, & other government inquiries & consultations.
  • Advise, influence, & coordinate the development of company views on telecommunications regulatory matters.
  • Advise the business in market access & licensing activities within North America & LATAM.
  • Identify key regulatory risks & opportunities & champion informed risk taking & innovation.
  • Provide end-to-end analysis & support to ensure compliance in the countries where Twilio offers or intends to offer services.

Required:

  • 10+ years of post-qualification legal experience in telecommunications law.
  • Qualified US Attorney.
  • In-house or law firm experience advising in the telecommunications industry on development of compliance strategies, governance, & frameworks, ideally across multiple jurisdictions.
  • Deep understanding & experience of telecom law practice & principles.
  • Experience developing, evaluating, & maintaining programs that ensure products comply with laws, regulations, carrier contracts & requirements & industry standards.
  • Experience with managing & owning projects & partnering effectively with cross-functional teams (both across the legal department & in the Business Unit).
  • Excellent written & verbal communication, time management, problem solving, investigative skills, attention to detail with the ability to be action-oriented.
  • Demonstrated ability to work in a collaborative, fast-paced environment & make sound judgment under tight deadlines.

*Please note this role is open to candidates outside of Colorado, California, New York, & Washington. The information below is provided for candidates hired in those locations only.

The estimated pay ranges for this role are as follows:

  • Based in Colorado: $180,000 - $226,000
  • Based in New York, Washington State or California (outside the San Francisco Bay Area): $191,520 - $239,400
  • This role may be eligible to participate in Twilios equity plan. All roles are eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.

The successful candidates starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, & geographic location within the state.
