Critical minerals: who captures the value, who bears the risk? A panel on financing a just transition for producer nations.
There is no climate transition without transition minerals & how they are governed will decide whether decarbonisation delivers development & prosperity for producer countries, or simply repeats extractive patterns under a green label.
This panel co- convened with Oxfam examines the gap between the G7's Critical Minerals Action Plan, which frames minerals mainly as a supply security issue for consumer economies, & South Africa's 2025 G20 Critical Minerals Framework, which centres value retention, local industrialisation & community rights.
With the UK holding the G20 presidency in 2027 & the G7 presidency in 2028, there is a genuine window to shift finance toward producer-country processing, regional value chains, & enforceable safeguards including Free, Prior & Informed Consent as a right, not a formality.
