Job Description


Government engagement drives our business by shaping the policy & regulatory environment to accelerate digital payments - ensuring Visa is the best way to pay & be paid for everyone, everywhere. Throughout the Latin America & Caribbean (LAC) region, the existing team of highly qualified government engagement professionals support the ongoing growth of the company's business by proactively engaging with a wide range of stakeholders to promote Visa's capabilities & contributions to governments; protect the business through shaping the policy environment to minimize regulatory risk; & partner with governments on their digital payments priorities including on government-as client opportunities.


Along with leading the Government Engagement team in LAC, the Executive will work closely with Visa's regional business leaders as a member of the LAC leadership Team to ensure the company's public policy priorities & interactions with national & sub-national government officials align with corporate objectives & regulatory requirements to drive business impact.



Basic Qualifications:

  • 12 years of work experience with a Bachelor's Degree or at least 10 years of experience with an Advanced degree (e.g. Masters/MBA/JD/MD) or at least 8 years of work experience with a PhD

Preferred Qualifications:

  • 15 years of experience in a relevant corporate position; regulatory or government agency; and/or consultancy providing related services to multinational corporate clients, with an Advanced Degree (e.g. Masters, MBA, JD, MD, PhD).

  • Bilingual English & Spanish required; additional fluency in Portuguese preferred.

  • Active network of senior government contacts across the LAC region.

  • Combination of political & business acumen; understanding of both corporate & political motivations.

  • In-depth knowledge of the electronic payments, financial services and/or technology industries.

  • Strategic advocacy & communications planning skills.

  • Superior inter-personal, presentational & written communication skills.

  • Confident & authoritative manner in all communication channels.

  • Ability to act independently but also within a team environment.

  • Demonstrated management experience in policy arena with substantial responsibilities.

  • Ability to grasp complex issues; proven manager of public policy process in a complex environment.

  • Effective at creating consensus around strategic initiatives utilizing a collaborative, inclusive, & engaging decision-making process.

  • Leads by example & is able to generate respect & loyalty from peers, superiors, & subordinates with a strong commitment to collaboration.

Essential Functions:

  • Serve as a member of Visa's regional LAC leadership team & Government Engagement leadership team, providing strategic advice & support on matters of legislative, policy, & regulatory interest. Inform peers within other regions & senior management of emerging issues & new developments.

  • Develop & implement an overall government engagement strategy in close coordination with the Senior Vice President for Government Engagement, the LAC region's Group Executive & other Visa regional business leaders to achieve agreed objectives.

  • Identify & develop Visa's positions & advocacy strategies on priority legislative & policy issues in coordination with country management & in-market GE leads throughout the LAC region.

  • Manage a budget supporting the overall Government Engagement strategy.

  • Work across Visa LAC & globally to:

    • ensure a shared awareness of & understanding of the implications of payments regulation,

    • proactively identify strategic business issues & opportunities for Visa & its clients,

    • ensure Visa products & services are designed with full knowledge of all relevant regulatory risks, and

    • Develop & refine best practices, share intelligence, & coordinate global outreach efforts.

  • Manage, coach, & develop a team of experienced regulatory affairs specialists to deliver to their full potential.

  • Support Visa's in-market GE professionals located throughout the LAC region to establish proactive & constructive relationships with officials at key government agencies (e.g., central banks, Ministries of Finance, Ministries of Technology, etc.) including education of these officials about the value of Visa thereby improving the company's overall reputation.

  • Work closely with Visa's Social Impact team, as well as regional governments, on initiatives to promote financial inclusion, support small-micro entrepreneurs, & other important social impact policy priorities.

  • Exemplify Visa's Leadership Principles in collaborating, partnering, & leading others in Visa & outside of the organization.

  • Partner closely with regional GE professionals & country management throughout the region to build strategies & engagement plans that increase Visa's visibility. Support ongoing regional senior management contact with key lawmakers & regulators.

  • Develop technical expertise on primary public policy matters & be a key expert resource to public officials, clients, & industry associations.

  • Assist partners (issuers, acquirers, merchants, fin techs) in navigating payments regulation.

  • Establish trusted relationships & regularly engage directly with lawmakers, regulators, & other external stakeholders that may affect Visa's business to enhance Visa's reputation & competitive position.

  • Coordinate public engagement & communications activities with regional, global, & local colleagues across multiple functions including corporate communications, marketing, legal, product, risk & others to ensure consistency & maximum effect.

  • Develop & deliver informative & engaging government engagement platforms & educational opportunities for stakeholders, building the narrative around the value of Visa & the payments industry in general.

  • Develop strategic & policy positions that foster potential business partnerships with national & sub-national government agencies in the delivery of social services, payment of taxes, & other potential government programs that may benefit from the application of electronic payments, while taking into account cross functional impacts.

  • Promote Visa's reputation & profile by speaking at public events, legislative hearings, industry conferences, association committees & roundtables, etc.

  • Ensure utmost respect for & adherence to ethical behavior standards within the LAC government engagement team & broader LAC business. Manage compliance with all relevant corporate policies & legal requirements related to political participation & activity throughout the region. Work with cross divisional partners to assure compliance & processes are in place & followed by all internal stakeholders.

Work Hours

  • This position requires the incumbent to be available during core business hours in Latin America & Caribbean (LAC) region.

Travel Requirements

  • This position requires the incumbent to travel for work 40% of the time.

Physical Requirements

  • This position will be performed in an office setting. The position will require the incumbent to sit & stand at a desk, communicate in person & by telephone, frequently operate standard office equipment, such as telephones & computers, reach with hands & arms, & bend or lift up to 25 pounds.
